99 hesitation

Default 99 hesitation

Just replaced the fuel filter and cleaned K&N filter due to a hesitation. No SES lites or codes. Im not a Noobie, I rebuilt this car from engine to rearend. So while driving, mostly after its warm, but mostly when its cold outside, more noticable on highway. If Im running at say 23-2500 rpm and acelerate, it tends to bog. I can be running fine accelerating normally and if it starts to bog, if I let off the gas then reapply its fine, almost as if there is something restricting air or fuel flow. Is this a fuel pressure regulator issue? Possibly a pump issue? I have a scan tool and checked TPS while driving, its getting 100%. Without buying another scan tool, can i possibly check fuel pressure while driving? I know these cars are prone to fuel pump failure, just wondering if this is something comon.
