Okay so I connected a light between the power and ground terminals of harness to icm. Nothing. Pin b to ground.. Nothing. hit it again with volt meter, 12v on grd ans 4 on hot. So ignition circuit 239? The issue here is clearly the amount of power flowing to my module?

trace it back to the plugin and look for bad connection

Chased the wire down to behind the block, found nothing. If I jump this module while cranking would it hurt my vehicle?

I am stumped.

Same voltage before connectors. The manual calls for a pink wire 12v. I've got a yellow wire with 4 and a steady four through the harness. Someone please tell me this wires life and its journey through the harness

looks like your on the wrong harness, yellow goes to the 3x cps. do not put voltage to the yellow wire it could fry the ecm and icm.

Well i know the manual calls for a pink wire. However, this wire is the 2 prong hot wire attached to the ICM on the top side. Im wondering if the previous owner replaced it? I chase the yellow wire and get nothing. The connector with the 3x signal is a 3 prong. If im not mistaken. And inly gives me a reading while i attempt to crank the ngine

However, the wire I'm probing only reads when key is on position. I what does the 10 way fwd connector look like maybe its losing it there. I know that the fuse reads 11.9 with the key one through fuse.. Just losing it before it reaches the icm

ill look to see if i can find it. and it worked before so its something thats different. the wiring harness to the engine is the one from the car the engine is going in right? the 94 and 95 have different ecm and a few other things so you will want to keep as much as you can original to the car.
