Power locks only unlocking

Power locks only unlocking
Hi, I have a 2001 B4C camaro. The power locks will only unlock when pressed. They will not lock. Both doors respond the same. I have taken the switches out, cleaned them, then later replaced them. I'm at a loss. Any ideas?
