Default Cluster removal

Hi guys,
I have a 1999 Z28. I'm removing the instrument cluster. In my service manual, it states that I must remove the fuse for the airbag, and then the two connector Clips at the bottom of the steering column. I was just wondering if it was necessary to remove those clips being that the fuse was already removed. It looks like the cluster comes out fairly easily. Any thoughts would be appreciated.
Thanks

to be honest on my 93 I did neither, 99 has a bcm though so it may be a little more sensitive. the way I understand, the system has its own little power system that can set the airbag off even with fuse unhooked.
