Something’s are not adding up, "Owner replaced tires one at a time" and the replacement tires are bald? How many tires can you go through in 29K worth of miles. Heck it should still have the original tires on it unless they dry rotted and they replacements should be like new.
Ball joints should be 100K+ repair. Tire will have no effect on ball joints. Hitting a curb would. In fact my 200K 96 still has all 4 original ball joints and I just had to do the tie rod end this month and if was aligned last week (that means the ball joints have no play). Window motors and switch problems are all normal around 100K. Misc dents and dings? Could use paint? Sure sounds like a high miles car with a low miles odometer.
You would have a real tuff time getting any of your 3K back. The parts you replaced are routine maintenance not upgrades. When you check Blue book on a car it assumes all that is done. $4500 was not a bad price. You may be able to get 5K for it now. If you are not doing the work yourself you should either have to forget about what the car is worth or sell it and take the hit now. When you get the quote for the windows and the paint job you are going to be very deep in a hole. Just wait till the Opti goes. That will be another 1,200.
FYI you should get the coolant system check pressure check and verify no staining around the weep hole. If the water pump goes out it will take the Opti with it.

Now you are worrying me. The Optispark and Water Pump were replaced in 2010 (and the mileage on the ticket is consistent with the odometer). What I just had done was just the front ball joints, apparently the rear were ok (guess Pep Boys could have taken me for a ride). I assumed a lot of this was from just sitting there in someones barn for years and years. The drivers seat is in perfect condition, doesnt look like a high mileage car inside once I cleaned it up.
Attached the Carfax report, I am told the emissions testing facility misprinted 2013 as 208,000 miles instead of 28,000 miles (seems believable to me, the mileage climbs steadily, be hard to believe they drove 170,000 miles in a year). I trust the guy I got it from and he buys, fixes, and sells Camaros and Corvettes all day long, I am sure he would have told me if something was amiss.
Is there anyway to plug into it and verify the mileage? Do you think I have cause for concern and if so what should I do?

The car fax seem right, it just doesn not match up with all the stuff you are telling us that has been done to the car. Generally when you are dealing with a 29K car it is like new. I don't know what to tell you, it is ashame that a guy the buys and fixs camaro sold you a car that needed so much routine maintinence.
The ball joint thing still has me scratching my head. Maybe the boot was ripped? Time should have little to no effect on those.
FYI, there are no rear ball joints. Ball joints are the things that pivot when the wheels turn. Since you back tires do not turn, no ball joints.

If you're happy with the car that's the main thing. Last night I bought a '97 Z28 with 88K miles that looks and runs great. I haven't found anything on it that doesn't work. I paid $5000 for it and am very happy with it. It's teal green with no t-tops and it's the 30th anniversary edition. Good luck with your car....
