Don't put anything on the actual belt, the problem is most likely one of the pulleys the belt is on. That was mentioned in an earlier post as well.
The main concern would be the starting problem first, the noise is inconvenient for the time being. Charge or replace battery and see if that makes a difference with the starter, if not then you know you need to check the starter.
Then, move onto checking your belt system and pulleys. Make sure your belt isn't corroded or cracked/worn. Check each pulley and make sure they are able to spin freely. Check to see if there is any play with the pulleys( if they wobble or seem loose).

Im guessing If I replace the battery that will take care of the problem because this has happened before I think but I will see what walmarts return Is then my question Is Is It bad to try to turn those pulleys or anything because will the car start up I know It may be a dumb question but Im Just wondering If It can make the car start etc; The belt we are talking about Is the one that Is In kinda the left front of the engine then.
