Default weather seal at the base of the steering column

I am working on my 93, where the steering column meet the floor/firewall it has no seal. It is just metal to metal. I though I remember rubber bulging out of there on other cars. The other symptom I have is that the column is "in to far" meaning the key almost hits the dash when you turn it on. Based on the shinny overly long bolts I would say the column has been out before.

I check the parts book and I see nothing calling for a seal under the column exploded view. Next I will remove the cover on my 2000 and look at it.

Is there a seal? or why is the ignition cylinder (key) 1/4" closer to the dash then either my 1996 or my 2000?

Thank you craby

I reinstalled the column and got everything working. The key almost hits the dash with everything bolted where it should be. After researching this in the manual I found the column is most likely collapsed. This would be due to a wreck. Makes sense since the front end was replaced.
This sucks.
