stuck throttle?

That oil was in there with the last motor as well. Are u trying to say this motor isn't quality?

No, just that the motor is getting near the end of its life. I am assuming they did not use your old intake without cleaning?

Not always, there's no set rule. The IAC is a motor, with a pintle; shaft with a tapered plug (insert wise-crack here). It moves up and down to open or restrict the air passage coming from the opening in front of the throttle blade, to adjust idle speed higher or lower. If the IAC goes bad with the pintle more in the open position, you will have a fast idle. Same goes if it's stuck in the down position giving a slow idle.

So the IAC is bad and motor I just paid $2200 for was worthless....

No, you won't know if the IAC is bad till it gets looked at. It's a small replaceable part that's mounted on the throttle body, unrelated to your engine itself.

I left a msg for the shop foreman to call me back when he gets some spare time. Been an hr so far but he knows I'm unfortunately his biggest customer lol

TPS by itself will not cause high RPMs. For an engine to have High RPMs, it needs Air from somewhere. The IAC "should" control any incoming air when you are not touching the throttle. IAC could be stuck open or it "thinks" it is already closed and its not.

Step one would be make sure the throttle plate is closed. ( it could have a cable routed wrong or linkage is rusted/binding)

Step two plug the IAC port on this side of the throttle plate and see if the motor stalls. If the motor does not stall with the throttle plate closed and the IAC plugged then the motor is getting air from someplace else. AKA another Vaccum leak
