Screws or rivets for fuel pump cover?

well he should seal the hole with something, rtv will work but it wont want to come apart very well if needed. thats why i used the P weather stripping, its sticks to the car but will release from the cover (and also take up some of that 1/2")

Failure is not an option, so I had no intent of ever removing the cover again.
Besides, a well slid putty knife will help the two pieces part their ways.
