I've used that repair method, and the same or similar materials, to repair cracked interior door panels. It's best to have another person hold the repair together while you apply the adhesive to make sure everything is lined up perfectly.
You probably have to paint the bumper either way, so I would say save yourself the trouble and just buy a new or used one.

When professionals repair urethane bumpers, they "weld" them together, which is a process that either melts the parts together or uses a hot melt plastic adhesive rod to glue it. Then it has to get finished off cosmetically on the outside. The guy in the link who bonded the bumper didn't care about appearances, so as long as you don't either, go ahead and do it that way. It's functional, but doesn't look good. But a repair like that will most likely come back to haunt you with cracked paint once the bumper starts to flex. Getting a replacement is really the best way to go.
