Remove the little coat hanger hook at the top of th panel and the panel will pop off, the rear most ones have little screw things that have to half turn on.

is there any sort of special tool that i need to use. the head has a astrisk look shape on it somewhat like a hex key. i have tried to use a screw drive and a wrench and cant get a hold of it. i have never seen anything like this before.

That is called a torx head, but you should not have to remove it, the panel has a slot to allow you to remove the panel...at least it does on my 01, I just had these parts off my car last week and I know for a fact I did not have to remove that bolt that the rear seat latches onto.
