They do run that warm normally and it's my understanding they were designed to run that warm for emissions compliance.
I've read where using a cooler thermostat is not a good idea, don't recall why.
I was concerned with it when I first got my '01 SS but I have run it hard in hot weather with no cooling issues.

210 is normal. OE thermostat should be 190-195, I believe. You can have the fans tuned to come on earlier, but there's no real benefit for a DD car.
