Milkshake is when coolant mixes with the oil, gets frothed up, and makes the oil look brownish in color.
What you have is a build up from oil vapors and moisture causing sludge and rust on the filler tube. When was the last time the cap was off, and what did it look like then?
Isn't this the same car that you're suspecting may have a head gasket problem? Do you do a lot of short run trips? Not driving long enough to burn off all the moisture can be one cause of what you have there. You shouldn't let it get to that point. And I'm sure when you're filling the engine with oil, you're dragging some of that slime down with it. If the engine is still ok, I'd carefully reach down the tube with a long threaded rod, trying not to knock any crud into the pan, then rake the junk up and out. Once the big chunks are gone, you can clean with a rag wrapped around the rod. Then do a final flush with a quart or two or three of oil down the tube, and out the drain plug.
Yes it is the same one. I haven't cranked it since I posted that last week or whenever it was. And yes I dont drive on long drives in it. Would like too but it's never gotten dependable enough to do that. I get one thing addressed and then something else happens.
I had the same dark milky stuff around my oil cap the other day, got really worried it was a head gasket problem however after getting a block test done concluded there was no problem. I spoke to a couple of mechanics who both said its common on some cars for moisture to get in there if you don't drive a lot.

No, that's not milkshake. I'll see if I can find a pic of the oil that came out of my LeSabre or my Olds Ninety-Eight and post it.
As someone already said, the stuff you have in the filler tube is sludge caused by oil vapor droplets mixing with moisture. I see it a lot on cars that are driven only on short trips. The crankcase never gets hot enough to cook out all the moisture.
I'd look carefully at all the PCV system components. They could be gunked-up too, making things worse.
