I would be taking my car to a different Dealer, 4th Gen cars do not have removal chips in the ECM. Find some one else to reprogram the ECM.

You can spend $400 on a hand held programmer such as Hypertech, or get your PCM tuned for your mods and gear changes from a tuner such as PCM For Less, and get a better tune and save some money
It is OK, but it is limited to what they (Hypertech) have programmed, and may not meet the needs of your car if you have many mods. It is good for gear changes and tire size changes, and if you have a car that is basically stock.
Well I know a programmer can be used to flash the ecu to the new gear size, but they also make speedo gears that can be used to correct the speedo after a gear swap. Now granted, this is on Fords, but I'm sure Chevy used something similar. They're not 100% exact, but come in fairly close. I have 3.55s (up from 2.73s) with a 23 tooth speedo corrector and my MPH is only off by aboout 1.5.
