Default overheating ?

i have a problem my 2000 camaro seems to be overheating at least thats what i think. the temp stays in between 200 to 210 which is ok but under the hood is smoking and i open the radiator cap and water comes out gushing out a few seconds and again when i turn off the vehicle the hose seems to be sucking like a vacuum. any thoughts i got a new radiator already and new thermostat.

190 to 210 is normal operating temp, the cooling system is pressureized so if its a operating temp then it would overflow if you opened the radiator cap. has the car run at this temp from when you first got it? if the hoses are colapsing when cooling you may need a new cap. if you think its running hotter than the gage is saying test the temp sensor or hook up a mechanical gage to it.

You can also tell if its over heating by listening, if it sounds like its bubbling or boiling then its over heating

Where is it smoking from under the hood?
Is it actual smoke or steam?
If it is actual smoke, it is possible that some oil got spilled on the exhaust manifold during an oil change and is burning off, or you could have a leaking valve cover gasket.
