Default o2 simulator yes/no?

ive been pondering gutting the cat on an obd2 vehicle that is required to get emissions (simple visual, check gas cap and codes) and was wondering if the o2 simultors work to keep from getting the po420 code. the vehicle in question is a 98 3.8

I do not know about those, but you can just have the codes deleted at a shop so that they do not show up. Or if you had a program to do it you could just do it yourself. That is what I did.

i dont have a programmer to do that, and the emissions test will show that it has been deleted

I just installed the eliminators on my '01 SS which has one high flow cat and other removed due to internals were loose. Check engine light came on shortly after just purchasing the car and suspected it was due to one less cat since it had been recently eliminated. These are working and easy to install, although it wasn't in the instructions, I had to disconnect the battery overnight to eliminate the CEL.
