No DRL but fulltime lowbeam & tail lights

I have a problem with my headlights and DRL. The DRL are not working but my low beam and tail lights are always on when the car is started. This day or night. The headlight switch does not turn them off. Is this a probelm with the DRL relay?!?

sounds like someone has messed with your wireing.....DRL only came on 97+ cars if im not mistaken......

I should have mentioned that I'm in Canada, DRLs have been standard on all cars since 1990.
