Looking at the diagrams, there's a symbol that's labeled "P100" and it vaguely resembles the symbol for an electronic buzzer. Not 100% sure on that, but if it's true that means the ignition switch controls it.

yeah i just took the starter off and made sure all the wires were on good,when i turn the key i can barely hear it make a click noise, and i also notice that when i turn the key the low coolant light will turn off but once i release it it goes back on not sure if that means anything, nothing has changed yet just didnt mention that before.

well listening it definately sounds like its coming from the relay/fuse box in the engine bay.I can hear it click closed but it wont stay closed.I checked all the fuses but they are fine. What would control the starting/ignition system from there ?

You have a manual right?
The only things that go into cranking the car over are the ignition switch, the clutch switch, the starter relay and the starter. The starter enable relay is controlled by the VATS system. This is your basic breakdown of how it works...
You turn the key on the ignition switch to start, this completes the circuit to the "Starter enable relay." If the relay has been switched by the VATS system it acts as a closed switch. It then goes to the "Clutch start switch," if that is closed it in essence grounds (via inductors) the positive terminal on the starter solenoid which then educes a current that spins the starter motor.
You really only have 4 things that it could be if the starter and all the fuses are ok. Ignition switch, clutch switch, starter relay and VATS
