To program the 93 car the MEMCAL chip has to be removed and re-burned, or you can buy a chip from Jet. For 94 & up you can reprogram the computer from the diagnostic port. Read the sticky in the LT1 section regarding differences between different year 4th gen cars.

But Spartan is right, the handheld tuners are worthless. I suggest getting the car professionally dyno tunes, most people do not possess the knowledge or tools to make successful tune-ups with HPtuners. You could also go for a PCMforLess.com tune which won't quite be as good as a dyno tune, but it'll be much better than the Hypertech or other handheld tune.
