Is the 3.4 torque to yield? I did not thing it was.

Edit. Ok I looked in the 1993 shop manual. In 93 the head bolts are torqued using an angle gage but there is no mention that they are TTY(Torque To Yield) or that they need replaced. For the 96 3800 there are warnings in no less then 5 places on the same two pages (Do not reuse bolts! Do not replace with a stronger bolt!)

Same here but if they require angle then that means they are stretched and might not need to be replaced but should be.

All bolts stretch. It is/was common practice among engine builder to replace bolts with studs. One of the main reasons for that is so we can put an indicator on the stud and tighten to so many thousands of an inch of stretch. A main bolt might be .022" a Rod bolt .012". No torgue or torque angle. The reason both torque angle and torque to length are more accurate the torque to a foot pound setting is because the friction in the threads. The suface finish of the bolt and the holes can vary. Depending on application up to 80% of all your torquing of a bolt is lost in friction in the threads.

Also GM did not build a 3800 5 speed in 95. Only Autos that year.
