Default Emissions Exemption in Illinois?

I recently got a 1995 Z28. My neighbor, who has a 1994 Z28, told me that our cars are exempt from passing the Illinois Emissions standards. Is that correct? Does that mean I can get rid of the catalytic converter and run pipe all the way back to the muffler? Thanks.

Vehicles 1996 and newer (OBDII) get tested, plug and play. The older cars, all the way back to 1968 models, used to get sniffer/dyno tested until a couple of years ago. The testing station near me even removed both dynos, so I think they mean it.

IL no longer does emissions checks for 1995 and older cars.:

So I have a 94 camaro and my CAT has gotten louder after my son scraped the bottom of the car in that location. Based on this info I can remove it and just run pipe. I currently have a flowmaster american thunder exhaust on the car.

Yes you can, but I wouldn't tell anybody about it. Especially here, someone might blame you for the breakdown in the ozone layer. Cow farts, I say!

I'm planning on either dropping my cat or switching to a high flow cat. Since I'm in the ever so friendly state of Iowa where there are no emission tests at all this should be a breeze. Now only if Illinois would lighten up as much as Iowa.

Just save the parts you remove and make sure whatever you do is reversible. Once Iowa finishes fitting catalytic converters to the back end of livestock, they'll probably go after cars next!
