I do not think the power seat circuit has anything to do with you PCM. (Powertrain control module, 93 was the last year for the ECM). I am pretty sure you and pull the entire PCM and wiring out of the car and the power seats still should work. In later years the seats where controlled my a body control module which was connected to the PCM via a CAN data port.

I've attached wiring diagrams for the door locks of a 1994 Camaro. If you were to follow the flow of voltage from the battery to the locks, you will find the power supply for the locks does not pass through the "ECM". The power supply for the door locks runs through the RAP (Retained Accessary Power) Module to the IP Fuse #7 and then to the locks. If you don't have 12V at the door lock switches, you need to check the RAP Module to see if the relay contacts inside are operating by checking for power at the red wire feeding the RAP module and the pink wire going to the door lock switches.

That is a common issue with cars with body control modules. Since you do not have one its not the issue on yours.
