I knew a guy once whose brakes went out, and when he yanked up the hand brake, it just snapped the actuating cable... It's also possible for the emergency brake to go bad at the same time as the regular brakes. Many cars even have the hand brake connected to the same regular brake system, making it only a parking brake, rather than an "emergency" brake. In those cars, the handbrake goes out if the regular brakes are out :0(

There are a lot of things you can do, though, if you're in a brakeless situation. I think there's already a thread on that topic, though, so I'll just leave it there.
