car wont start. possible anti-theft?

Default car wont start. possible anti-theft?

i have a 1997 camaro with a 3800 series II and a manual transmission. i just had the engine rebuilt and dropped it in and i cannot get the car to turn over. my first issue is the clutch wont bleed but the neutral safety switch should still allow me to start right? the other thing is all my wires are on but the small wire on the solenoid isn't getting power. i was looking at a few wiring diagrams and it showed that part of the anti theft system is part of that loop needed to make the circuit. is there a way to reset the anti theft system? is it even the anti theft system that could be causing this?

do you have a security light flashing? have a look at number 25 on the list here 4th Gen LT1 F-Body Tech Aids

no its not flashing. my security light has always been on. im not getting 12v to the solenoid wire and i do think it is the vats system. is there a way to bypass the vats?

so according to the diagram, i can ground the yellow/black wire from the theft deterrent module to the theft deterrent relay and i should be able to start the vehicle?
