From what I've read, the cars after 95 have two speeds, high and low, thus they have 3 fan relays instead of 2 as in the 95 and earlier models. 2 of the relays are the same, 1 is different. I guess it would help me if I knew which relay controlled high speed.

In the mid 94 & later models the fans have two speeds. There are two sensors involved in controlling fan operation. The ECT (engine coolant temp sensor), and the AC head pressure sensor.
The PCM will command the fans on LOW speed, when the ECT reports over 226 degrees , and/or when certain DTCs are set. The fans will go OFF when the temp goes below 221 degrees. Minimum ON time at low speed is 50 seconds.
The PCM will command the fans to switch to high speed when the ECT reports over 235 degrees, and PCM will command low speed when the temp drops below 230 degrees. If the AC head pressure exceeds 248 PSI the PCM will command the fans to HIGH and will command LOW when head pressure drops below 208 PSI. Certain codes will also cause the fans to switch to HIGH speed. Once the fans are commanded to HIGH they will stay on HIGH for a minimum of 30 seconds. The fans will remain on HIGH until both ECT temp and AC pressure drop to the lower setting.

Thanks pete, that's what I thought I had read somewhere. Today I started the car and just let it sit at idle for about 30 minutes. Here's what I saw. When the temp gauge needle gets almost to the first mark before the red mark (3/4 on the gauge), the fans come on, and it cools down to the halfway mark, which is labeled 210. So maybe it's actually normal, I'm not sure, but it sure is getting close to the red marks, and like I've said, it's never gone aboue the halfway mark in the 2 years I've owned it, so it freaks me out. So I'm on my way not to get a fan control that will make the fans come on at 185, and go off at 170. It's fairly cheap, and I'll see what happens after that. My fans seem to be working, and when they come on it does cool it back down, but they come on so much later now then they ever have before.

Have you changed anything in the cooling system lately?coolant flush/fill,waterpump,hose etc?have you bled the system with the bleeders?might just have air in the coolant system that hasnt bled off if anything has been changed.
