ok so i asked him to take it to an auto parts store and get the code for me. once i get the code does anyone know of a website where i can figure out what it means? and i asked him for the vin so i can do a carfax. that should check out the title right?

The title is what will be transferred from him to you when you buy the car. That basically is a a document proving your ownership of the car (Pink slip.) This will show you all the other owners of the car, and the mileage of the car when each person sold.
So if the guy you buy it from has had it for 5 years, but according to the title, has only put like 200 miles on it, should probably look into that.
A title that is "SALVAGED" is BAD. This mean the car was "totaled" before, and still may have lots of underlying body and mechanical issues. The car could have been hit by a train for all you know. IF the title is salvaged, most likely just say thanks anyways and move onto another car.
ok so i ran a carfax report and everything looks good except it failed an emissions and saftey inspection in march but then passed in june i havent talked to him to see if he got it fixed during that time or he just went to a place where they would pass him if he payed extra. the saftey inspection that he failed is the thing that worries me should the car still be safe after failing this?

Was safety and emissions mentioned in one line as having failed (one item), or was it listed safety inspection failed, emissions inspection failed (two different items)?

I'm pretty sure the failed safety test was probably cuz of the black taillights. But altogether it looks pretty nice! What are u offering him for it? It looks just like mine that I bought last month, same mods and everything! I was just wondering for comparison. good luck!
The only "chips" I've ever seen are the ones that really are only meant for stock cars. So if they/it were/was not designed with headers..etc in mind, they might be doing more harm than good. Get the codes and find out what they are first. then the VERY first thing you should do is get the car's computer professionally tuned to maximize what you have on there and to get rid of what ever they did to it and get it straight and compatible with the mods.
If you still havent bought the car yet, here is something else you can do. take the vin number down to your local chevrolet dealer's service department, they have a program that when the vin number is entered, it will tell you exactaly what options came on the car, including where the car was built, motor, interior trim options,everything, thats what i did when i bought my car, also a carfax, and GO DRIVE THE **** OUT OF IT. dont ever by a car that was built to go very very fast, unless you know it can still go very veryfast. do be scared to hot rod it, cause thats how you plan to drive it right? if he dont let you, dont buy it, there are plenty more, and there are many good deals these days.
