Default Air Conditioner

My AC stopped working last week, it was last serviced 4 years ago, almost 100k miles. The clutch is not kicking in after I emptied an 18oz can of R134 refrigerant. I've read the service manual for the capacity and see that's it's 2 lbs, but would it be normal for the AC clutch to not kick in after adding this can? I plan on getting more but wanted to see if anyone has any experience with this. Last time this shop did it for me, I've done this before on other cars and am familiar with those. And I've been using the can with the gauge attached and am watching the pressure. It's still hovering between blue and green.
Thanks! 1994 Z28,

You need at least 50 psi for static pressure (not running) before the ac clutch will activate.
