if it were installed, couldnt they know how fast we are going etc?

yes and no. First off they dont track you 24/7 the amount of computing, satalite and manpower to do that would be astronomical. They can tell you once you call them for assistance. They get a snapshot of your location, speed and direction. but they dont actually track you. The operator usually does not know if you change directions after you make a call unless they query your location again.
