99 v6 not starting

I’ve got a 99 v6 with manual transmission. It’s not starting, kills the odometer and gauges when you try to start it.
ive replaced the ignition switch, vats is bypassed, starter and ignition relays swapped with fan relays.
I’m thinking the only things left are the clutch safety switch, or the starter?
anything else I’m missing or need to check?

Externally charge battery first. Then, measure starting voltage across posts and if below 9.5 volts, battery bad as in can't hold a charge, or not being charged enough.
Upon start-up, battery may ave as high as 14.6 volts across posts, meaning charging system is good.

Old school trick - any fully charged battery WILL start an engine with lights on.
If lights go out, battery not charged or cannot supply power for the load given, aka, starter motor.
If starter kicks in, feel battery cables - if hot, then bad starter, assuming the solenoid kicks in the starter drive.

The headlights stay on while trying to start. It’s just the odometer and some of the gauge lights that are going out while turning the key I’ve tested the battery with a battery tester, and hooked a 2000 amp starting booster pack to the car, Battery is definitely not the issue. I’ll have to see if I can get someone to help me see if the starter is getting power
