Default 95 camaro terrible noise

Terrible errrr noise coming from the dash when I start my car. I normally have to shut it off/open close my door to get it to go away. Sometimes it takes a few tries. Any ideas on what it could be?

The noise may be the actuators for the heating/AC system opening/closing the doors, ie, HEAT, DEF, DASH/FLOOR outlet from their preset location.

the driver window doesn't work either and if I push the button to roll it down it starts the noise up again. It's a whining noise from the dash

I would look at the wiring where it goes from the door to the body, by the door hinges there is a passthrough that is covered with a rubber boot sorta thing. if you have a short it may be setting off a relay causing it to make noise. have a look here its a good place to search, 4th Gen LT1 F-Body Tech Aids also if you haven't download the factory service manual for your year here https://www.mediafire.com/?40mfgeoe4ctti
