95 camaro 3.4L no start

Default 95 camaro 3.4L no start

I am working on a 95 camaro w/ 3.4L that won't start. i put head gaskets on it about 4 months ago and it's been running fine until about 3 weeks ago, he drove the car to pittsburgh (170 miles round trip) and got stuck a couple times becase of a bad snow storm we had that weekend and when he got back he parked it and didn't drive it for 2 days because of the weather. And when it cleared up some he went to drive ti to work and it wouldn't start - he thought the fuel lines froze and left it alone then about a week later it warmed up some and still wouldn't start so I went over and looked at it, checked fuel pressure (46 psi) and doesn't drop much when cranking but will drop quickly if you let it sit, gets good spark, compression on all cylinders it great. but will not start up.

does the starter spin at all ? does the engine crank over ? what the voltage at the battery ? has the battery been tested ?

trhe battery is dead, so I was doing all this while jumping from another vehicle, the starter spins fine while cranking.

I put new battery in the car and it's doing the same thing. any other ideas?
