94 Z28 -Turn key & nothing happens

My 1994 Z28 is giving me fits.When I try to start it I get nothing out of the starter. It acts like when you try to start a car in DRIVE. Turn the key on and I get all the normal dash lights but when I turn it to the crank or start position the starter does nothing.
I have taken the starter out and had it checked and it's ok.
My battery is good.
I have cleaned both ends of both cables.
With the key on if I jump the big (hot) and little (purple wire) lug on the starter it starts.
I was told it sounds like the switch went bad. Not the cylinder you put the key in, the switch down a ways on the steering column.
So I replaced the switch and for a guy my size it wasn't easy.
Next I was told it is probably the Theft Deterant Relay (TDR). I'm told if I unplug the relay and ground lug #86 it will start. I did it and it didn't (start)
WHAT NEXT?

When the engine is running, are you able to shift from park to drive? Can you drive in park, go straight in reverse, or otherwise do things through the shifter you shouldn't be able to?
This may be going on a limb, but the PRNDL switch may be faulty. Try putting the selector in the Neutral position and turning the key. Actually, try all shifter positions.

Check for relays, fuses, and even a bad ground. The best way would be to use a test light and work your way back from the starter all the way back to the ignition switch and see why there is no juice to the starter to engage the starter solenoid. Good luck
