Another way around this would be replace the original BCM with the BCM from the car that the column came from.

yeah not sure that's an option because I got it from a guy who had the column for two years before I got it

Just play roulette with the resistors until the car starts, then never worry about VATS again.

i would get the correct key just in case resistor takes a crab

Cant the original keys were lost

I believe the BCM's have a Vin code it verifies so swapping that out is not an option. The Vats can be programmed out of the PCM by anyone with HPtune but your security light will come on at some point but the car will still run.

is there a special cord that I need to plug in the laptop to run the hptune?

Yes and there is a cable and a learning curve as well the software is very expensive. You could get the GM dealer to fix it for less then a seat of Hptune will cost you.
