What im looking for is:

Cam

Computer Chip
Supercharger
Cold air intake
And anything else that would make it fly.

wish i knew where to start. get new ring & pinion i wouldnt go above a 4.56 or even a 4.10 depending if you drive it daily. i recommend between 3.23-3.73. K&N makes good CAI, bigger throttle body, mass airflow sensor, fuel injectors.if you get a 98 switch the intake manifold cause stock is too restrictive. just a couple of ideas

98-00 all have the same intake. the 98 pcm is a little goofy, but its managable.

why 98-01? is there something wrong with 02s?

what do you want to run? saying "i want it to fly" doesnt really work. are you looking for low 12s? 11s maybe? or full blown race car?

a good heads/cam setup can net 500+ horsepower and land you nicely into the 11s.

the stock gear is 3.42s for manual so he's already in your range, swapping gears and getting any kind of tire means the 10 bolt s on borrowed time.

Start with the basics and work your way up. SLP air box, Cat back, Y pipe, MAF, Gears, ETC, keep it simple.

Don't forget a good set of long tubes and a new Y pipe, bolt ons first, before you do anything internal, or you won't get nearly full potential out of your cam etc. Remeber, if you can't get the air in and the exhaust out, a bigger cam doesn't do much good.
