1997 z28 upgrades
The 4.10s shoud not be too bad with the 6 speed. You will see a little drop but not as bad as a A4 would. I would say hold off on the cam and intake manifold. You are on the right track with the exhaust and headers. As said above i would spend a little extra and get away from the Pacesetters. If you are going with a cam i would spend the extra 100 bucks and get the real thing plus valve springs(about 240 bucks)instead of the LT4 intake.
With a full exhaust, intake, 4.10 gears, good clutch, a small cam withvalve springs, and a tune you will notice a huge diffrence. With traction you should be well into the low 13s or even high 12s depending on the tune and cam.

I would suggest the edelbrock lt1 intake over the lt4, as was stated the lt1 isnt realy worth the bang for the buck, I have not tried the edelbrock intake but with the air gap it should get less heat sinkage that the stock one.
