1996 RS 3.8 v6, ignition system stops working.

1996 RS 3.8 v6, ignition system stops working.
I have a 96 RS I am working on, the only thing I'm sure is working on the ignition system is the fuel pump when turning the key to the on position I feel the fuel travailing through the fuel lines, the fuel pump was also replaced two weeks ago. I've taken one spark plug out to test the spark, there is no spark. The starting motor isn't spinning the engine either, but isn't making any noise like it is dead it does nothing at all. In my experience starting motors will at least click when dead. At this point I'm stumped I'm not to sure what else to try. Oh I've also checked the fuses. Any ideas would be appreciated, I'm pulling my hair out here.

Is the security light coming on?
Are you getting any voltage to the starter?
You could have a bad battery, one with a bad cell. I have seen them with bad cell that would power the lights, but not even click the starter solenoid.
Might want to check the connections in the red plastic on the passenger fender to make sure the terminal are clean and tight.

Ok checked the battery terminals they are now perfectly clean and tight.
Checked the voltage to the starter. Same as at the battery. The security light is flashing when the key is inserted and switched to the on position. Also I have noticed a slight clicking noise coming from the exterior fuse box when I put the key in the on position. After doing those setps the clicking started.

before you go off and buy a new bcm first try to use another key. It sounds to me like your security system is not reading your key right. This is exatly what happens when the VATS system disables the starter. Bypass the starter relay and see if the car will turn over.
