Default Wiring harness question

I have a 1986 Z28 that i was trying to sell, one person said they would buy it but never showed up with the cash , so I am gonna keep it and complete a restoration on the vehicle as good as i can.

I was taking the interior apart ( carpet, headliner, dashpad, and all plastic panels) when i realized that the wiring where the " glove compartment" would be if it had one and the person who owned it before me had some wires cut and taped together, and the one that disturbed me the most was that he had an ON/OFF light switch hooked in there to where the power to the power windows wire would be. so i believe the wiring harness might need replaced.

im looking at a 1988 camaro w/ a 350 TBI and a good transmission and has a decent body ( minus bad QP's) for 700.00 as a parts car. my question are:

1. should I and if i should, transfer the computer/harnessfrom the 88 to the 86 Z28?
2. could i replace just that part of the wiring ( as i described) in the 86 Z?
3. from the previous owner cutting and taping wires, is the whole wiring harness shot?
4. how much of a pain in the *** would the wiring harness and computer transfer be if i had to it?

those are all the questions i have for now, any help and advice would be greatly appreciated. once i get back to the car ( at my dads) i will get a picture of what im describing.
