Finally got around to looking at car again checked fuel pressure and no good. rigged an electric pump under hood and it runs fine. Can I install electric fuel pump in the line under hood or should I remove tank and replace stock pump?

Yes, do it right. Drop the tank and replace the pump. It could be the pump itself, or the pump to sending unit rubber connector could be split. Either way, you gotta open it up.

Turns out when the fuel pump was replaced the short rubber hose on top of it was not and it was split causing low fuel pressure.
Keep it simple
