Default Timing a 3.1L

Hi everyone i had a question for you. i'm currently trying to time my 3.1. i see on the balancer there is that timing tag and i know that the engine needs to be at 10 degrees at stock.

My question is on the tag there are numbers 0-20 is the 0 at the stock 10 degrees or do i have to try to get it at the 10 on that tagż?

The notch on the harmonic damper is a fixed mark. The numbers on the tab are the degrees. 0 is TDC, so you want to line the damper notch up with the 10 degree mark on the timing tab.
