Default 2.8L 86 power loss/sputtering/choking

My fiance has a 86 camaro 2.8L mpi, she claims this has been going on since the motor was rebuilt about 1-1/2 to 2 years ago... Anyway, if you give it too much gas instead of reving high it sputters or chokes, sometimes it has a 0-20 of about 10 seconds.

Today I tried to troubleshoot the problem. I've been told it could be the mas, but that appears to be fine. other that the symptoms i just mentioned there's also

Idling doesn't hold a steady rpm
I open the throttle and the rpms drop and then increase
transmission shifts late
intake backfires while driving, more while accelerating(enough that i would have to clean the intake every few days to keep carbon buildup out)

other problems that exist are(I don't know if they're related)

Rich gas smell under the hood
Exaust is broken between the catalytic converter and muffler
burning oil
oil leak at the filter seal

I'm thinking its a vacuum problem, but i dont know how to (or have the tools to diagnose/repair that)

Can I get any suggestions? A mechanic shop wants to charge me $20 to plug it up the a computer + $40/hr to diagnose the problem(which from what ive heard could be one or more of many things)
