Since you already did the filter all that leaves it bad fuel pump or regulator. I am very surpised the car would start infact I find it hard to believe the car started with only 2 PSI. Did the timing chain jump? Are you sure you valves back in the correct timing?

Try removing the return line just behind the a/c compressor and place it in a clear container. Have a buddy cycle the ign key on and off but don't start. See if fuel comes out. It should purge a decent amount. If it doesn't there may be restriction on your inlet side of the fuel pump.

Default fuel filter

Yes I replaced the fuel filter back in August, however the car has been sitting for sometime. I believe three years before I baught it. I believe what I am seeing with this is a compound of issues. Ignition has to be good with my only question being is the new distributor 180 out. The old chain has about 1/2 of play. New plugs new wires Cap rotor distributor timeing cain and coil spark is good. She sucks a lot of air so I do not believe there to be any air restrictions. Which leaves fuel and computer.

starting the car requires carb cleaner to start but will Idle when warm on its own fuel. I hear the fuel pump engauge,

I plain on removing the fuel filter, cycling the fuel to check for flow and restictions. Replace filter and then I will do a stewart said with the return line.

What is the best way to check distributor placement?

Distributor being out 180 the car would not start under any condition (even spraying carb cleaner). It would just back fire. It would not even try to start. The spark would be firing just before the exhaust valve would be closing.

If your 2 month old filter is plugged up chances are your tank is all sludge up. Once you get it all cleaned or replaced you should replace the fuel pump. If the pump has passed enough gunk to plug up the filter that quick it is most likely damaged inside. It may work for a little while but it will leave you sit pretty soon.

There is a couple of thread of guys cutting holes in the floors to get at the pumps instead of pulling the tanks. They are not easy to pull. I think step one is remove rear axle. Camaro69 did real nice job on his making an access panel to his fuel pump. You might want to search around.

Finally Replaced the pump. Luckly the guy before me cut the floor pan over the pump. Althought the pump was not bad I had it all apart when I noticed the polyelastomer hose that connected the Pump to the Pickup was cracked through.
Called airtek the pump manufaturer and the said use SAE30R9 hose and two screw clamps. Jumpered her off after cycling the pump 5 time. Fuel Pressure is at 40 even start and excelerates good.

So now onto the exhaust and brakes.

This also has fixed the jumping gas gauge.

how did you replace the water pump I have the same 2.8 multi port engine as you and I'm pretty sure my water pump has just gone bad and is leaking coolant its slow right now but it is constant whether running or not...I need help ASAP pleanse
