Im on my phone so I can't click on your link. What size stall is the converter? From what you're describing it's pretty high if it cleans up around 4500 rpm's. Typically a stall over 3800 will be more of a pain to run around on the street for the same reasons that you are describing.
I have a 5,000 stall in my car which is ideally meant to be launched at high rpm at the track. Let me know what size stall you have and maybe I can help you. If it is a big stall that would explain why it's not locking up.

NEVER- what info did the guy you bought the trans from give you on it?

1. Make sure the vacuum line to the modulator is hooked up to manifold vacuum, and there are no cracks or breaks in the line.
If the modulator isn't getting vacuum, it will cause late (high rpm) and hard shifts.
2. If you can talk to the guy you got the trans from, ask if he messed with the governor at all. Fiddling around with the weights can change the shift points up or down.
3. Or maybe it's neither of the above, and could be a stuck valve or crud in the valve body.

Alright its a 2000 stall and well I have double checked everything but I did forget to fill tq converter on itial start up but I have found a problem inside the tranny now I got bored yesterday and I was determind to figur it out so I pulled the tranny out and started dissassembling found a broken E clip in the valve body and someone messed with it before and had the metal clutch plate up against another metal clutch plate and had the dished clutch plate in backwards and had a broken piston seal ring so I'm in the process of rebuilding it with the advise of the haynes manual lol
