Sorry bro I'm not too familiar with that year model but I have my headliner out right now re-covering it and in my 94 there was a cover that went over the seat belt and tightened down over the headliner. Did you have an old headliner in your car?

The headliner on third gens has two slits on the sides, where you slide in the belt until it gets to the square hole where it retracts into. The slit is covered by the trim piece that covers the square hole. Weird that the new part didn't come with the slits already cut. Just check the old one and replicate the cuts, or check where the plastic trim part covers, and do a cut underneath that area.
I recovered the T-Top headliner on my old '90 RS. In the center it is held by the interior light, you have to remove the cover (just squeeze it and it pops out) and the bulb, do this first so it won't get hot and you won't burn your fingers. In the front it is held by the sunvisors and I think it also has a couple plastic clips. On the rear sides the plastic sail panels keep it in place (loosen the fabric sail panels that cover the speaker and remove the upper screws to loosen the trim), and there is a trim part in front of the rear hatch, just remove the 4 screws. To make things easier, recline fully down the front seats, lower the windows and open fully both doors. You'll have to lower the headliner and rotate it so you remove it from the easiest side (the passenger's 'cause theres no steering wheel in the way). The installation process is the reverse of that, just make sure you don't get grime or dirt on the new headliner during the installation. It is not difficult, just be patient and don't force anything, or you could break a plastic part or crease the headliner foam.
