They are painted. When I worked in a body shop there are wheel accent colors in the paint books for it. The outer edge and spokes have no color just clear.

 

i painted mine black in like march. 2 coats primer and 3 coats semi flat black. and that krylon's spray paint is still holdin up strong

Stealth Wheels!
Spray can is not bad. Clean and prep good and it works great. Its not think and hard so it does not chip as easy. My wheels when I got the car were faded to pink so I had to redo the red fast and I used the Dupli color

 

people say they look like the CHP wheels on steroids!!! if i had white lettering on the tires id go for the chrome lip on the perimeter, but all black looks good enough. easier to spray too.
