has enough up/down, side to side play its like piloting an airplane.
i know this has been addressed countless times, so if anyone can point me to a good thread on tightening those troublesome 4 bolts (if thats what it turns out to be) i'd really appreciate it.

There is a bracket that holds it up onto the dash, See if the bolts need tightening. If not, my brother had a 87 Z awhile back that the tilt steering column would move like you described, something internally was broken so we just replaced the column.
