The previous link forgot two important steps.
Place ECM in diagnostic mode with ALDL Pins A & B shorted, turn key on, engine off, unplug IAC after it extends.
Remove the short, then start engine and set base idle with screw adjustment.
Turn engine off, key off, plug in IAC, disconnect battery removing DTC, and reconnect battery.
Turn ign on, engine off, for 15 seconds, this allows ECM to set IAC - a starting point for the IAC, then turn off ign.
Now start the engine and drive the car for ECM to relearn, including a WOT effort.
Rpm should be around 700-750, including with a load or not, in gear, A/C on, steering wheel turning, any and all accessories on, etc., and in neutral, as well.
If no control, then either IAC is bad, driving stage of ECM is broke, there are two of them one circuit for extend, the other for retract, or bad wiring between the ECM and IAC.
