Default i need some electrical help

fuse number 9 keeps popping. the manual specifies its for the gauges, warning lamps, seat belt audible warning, key audible warning, and cruise control. i removed the gauges and cluster, and its still shorting. the key noise is still there even without the fuse (has always done that), the seat belt noise doesnt work (never has). the only thing i havnt checked is the cruise control and the wiring to everything. it happened on a hard launch last night in a race, i accidently put it gear while the engine was idling down, it was around 2000 rpm. the fuse pops when the ignition is on, as soon as the fuel pump turns off. if the car is already running, it lasts a few seconds later and then pops. any ideas?

i checked the fuse block visually and with a meter, nothing abnormal. the driver's side if the fuse when it was pulled out was registering 0, and the passenger of the fuse block was reading 12.04. i disconnected the cruise control, but that wasnt the problem. the thing is, if the fuse is also for the buzzer, the buzzer shouldnt work. my buzzer is still on when the key is in it even when the fuse is out. however, it did that before, and the buzzer also stays on when the fuse blows and the headlights are on, and it did that on the trip home. could it be the buzzer, or no?
