it could be the battery cable that goes from the battery to the starter, in one of my cars, the bolt used to get back out a lot and the cable got separated from the solenoid, causing no power, but the radio and stuff still worked, so thats my guess for now, give that a shot, when you replaced the starter it might not of been tight enough. give that a shot and let me know, i'll look into it and see if i can come up with anything else.

i agree, check all your battery lines, make SURE that bolt is tight on the starter, grounds, everything. How long ago did you replace the starter and pump?

this is the first time this has happened i assume? that could be enough time to wiggle loose a bit if you didnt have that bolt NICE and tight. that would be your best bet

My 82 Z28 would do that. If the battery drops even a little bit below 12 volts on my V8 it won't turn over. I still get enough for the radio and my sub and all that junk but it won't start. Anyway, my alternator was bad. Put a volt meter on batter terminals. Should be at twelve when u start and than slowly turn on heat, lights, radio etc and if the batter voltage stays same or drops, alternator. If it goes up though, than it's not bad at all. That's what I did. Starts like a charm now.
