If you could talk him down to at least 1000, and are prepared for some work, then it would be a good starting car. Although you can always find another 3rd Generation camaro. There's many things that could be causing the Cold natured Start up, and a lot of times 3rd Gen. Camaros have problems due to the electrical system; could need to replace the relays. The only other problem that you would encounter is the clear coat damage; after the clear coat is gone the paint will be faded over time, and your car will need to be sanded and repainted. I would look to find better car for the cash.
