RE: fuel pump out maybe??
Alright, to check the fuel pressure on a TBI, sorry if this is lengthy, this is what I did:
1. Remove the air cleaner and plug intake vacuum port on TBI
2. Relieve fuel pressure. Remove the fuel line between front and rear TBIs.
3. Connect fuel injection pressure gauge with two rubber hose fittings come to a T between the TBI balance line.
4. Start up your engine and there should be between 9-13 psi.
I don't know if this will work if your car won't start though.
Sounds to me like it could be fuel pump thats not working. The best way to see is to just turn your key forward and listen for your fuel pump to kick in. If you don't hear a slight vibrating noise, it could be malfunctioning. Also, if you can't hear anything, try disconnection the fuel line, removing the filter, and watch for the flow of fuel with your key turned forward. If you don't have lots of flowing fuel, it could be blockage or bad fuel pump. Make sure you put a container or oil pan underneath though to catch the dripping fuel.

RE: fuel pump out maybe??
Sure as hell sounds like a fuel pump to me. If you run them dry for any amount of time, it can really screw something up, since the fuel pump motors are cooled and lubricated by the gas they pump...
